Bio

Adam Gordon has been in private practice since 1993. Mr. Gordon represents clients on international trade and customs matters, and has extensive experience representing clients on legislative and regulatory affairs matters.

Mr. Gordon represents U.S. manufacturers, industries and agricultural groups in international trade matters before the U.S. Department of Commerce, U.S. International Trade Commission (ITC), U.S. Customs and Border Protection (CBP), the Office of the U.S. Trade Representative (USTR), the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. His practice focuses on antidumping and countervailing duty litigation, developing and implementing programs to detect circumvention and enforce trade orders, legislative counseling on international trade issues, and assisting clients with complex customs issues related to imports and exports. Mr. Gordon’s clients include family-owned businesses as well as Fortune 100 corporations.

Before founding The Bristol Group in 2015, Mr. Gordon was a partner at Picard, Kentz & Rowe and Wiley Rein, LLP, where he served on the Business Development Committee and the Diversity Committees. Mr. Gordon also is a Deacon, Lay Liturgist and member of the Personnel Board of the Rock Spring United Church of Christ.

Bio

Benjamin Bay has significant experience as a trade attorney and litigator. In the United States, he has represented numerous domestic U.S. industries and companies in antidumping and countervailing duty litigation before the Department of Commerce and the International Trade Commission, as well as in appellate proceedings at the Court of International Trade and the Court of Appeals for the Federal Circuit. He has also advised clients on trade matters and proceedings in other jurisdictions, including the European Union, NAFTA/USMCA, and China. Furthermore, Mr. Bay has counseled and represented clients in dispute settlement proceedings at the World Trade Organization.

In addition to his litigation work, Mr. Bay has advised clients on trade policy and tariff classification matters.

Mr. Bay joined The Bristol Group from Schagrin Associates in 2023.  Previously, Mr. Bay worked in the Office of the United States Trade Representative (USTR), where he was an assistant general counsel. Prior to USTR, he was a member of the international trade practice groups at King and Spalding LLP and Skadden, Arps, Slate, Meagher, and Flom LLP.

Scott D. McBride, Esq.

Bio

Scott McBride serves as Counsel, specializing in antidumping duty (AD) and countervailing duty (CVD) trade remedy cases.  Mr. McBride joined The Bristol Group in 2025, after retiring from the U.S. Department of Commerce, where he served as the Associate Deputy Chief Counsel in the Office of the Chief Counsel for Trade Enforcement and Compliance.  

Mr. McBride was employed as an international trade attorney with Commerce for twenty-five years.  During that time, he managed and drafted numerous AD and CVD regulations and related preambles, working with and supervising teams of analysts, policy makers and attorneys.

Mr. McBride also drafted multiple briefs, motions and other written submissions filed before the United States Court of International Trade (CIT), the United States Court of Appeals for the Federal Circuit, North American Free Trade Agreement (NAFTA) Dispute Panels, World Trade Organization (WTO) Dispute Panels, and the WTO Appellate Body. 

He represented the United States Government before multiple NAFTA Dispute Panels and numerous WTO Dispute Panels and Appellate Body, and served as “second chair” to the United States Department of Justice in Federal Court proceedings.   In addition, Mr. McBride helped negotiate the multi-billion-dollar 2016 Softwood Lumber Settlement Agreement and subsequently represented Commerce on the Canada/United States Softwood Lumber Committee.

Mr. McBride’s casework included a wide range of industries, including agricultural and food products, consumer goods, chemicals, steel and aluminum, renewable energy, paper products, and, as noted above, softwood lumber. 

Mr. McBride is considered an expert in such areas as circumvention proceedings, scope inquiries, particular market situations, new shipper reviews, and nonmarket economy proceedings.

Bio

Colin McGinness conducts legal research, drafts filings and prepares materials for litigation with a focus on antidumping and countervailing duty investigations.

During law school, Mr. McGinness served as the Senior Articles Editor for the American University International Law Review, Editor-in-Chief of The Arbitration Brief, and President of the International Trade and Investment Law Society. Mr. McGinness also competed in the John H. Jackson WTO Moot Court Competition, earning a Best Orator award in the Americas Region semi-final round and advancing to the grand final competition at the WTO in Geneva.

Outside of his studies, Mr. McGinness worked as a legal intern at the United States International Trade Commission (USITC) in the Office of General Counsel, a law clerk in the Office of the Chair at the USITC, and as a legal assistant to the chair of a USMCA binational dispute settlement panel.

Prior to his legal work, Mr. McGinness taught English with a non-profit organization in Hong Kong, S.A.R., and then worked in non-profit management.

Mr. McGinness is an avid cook and amateur baker.

Matthew Renkey has a wealth of experience in the administration of antidumping (both market and non-market economy) and countervailing duty trade remedy cases. Before joining the Bristol Group, Mr. Renkey worked for over 20 years at the U.S. Department of Commerce and was responsible for conducting all aspects of each case (calculations, writing positions, conducting on-site verification, briefing senior officials), and authored numerous official decision memoranda and Federal Register notices. The cases on which Mr. Renkey worked ran the gamut of industries, from steel, aluminum, and chemicals, to consumer products and foodstuffs.

Emily Halle is a Senior Advisor specializing in antidumping duty (AD) and countervailing duty (CVD) trade remedy cases.  Ms. Halle joined The Bristol Group in 2025, after nearly fifteen years working at the U.S. Department of Commerce’s International Trade Administration.

As a Senior International Trade Analyst and then a Program Manager at Commerce, Ms. Halle conducted and supervised numerous AD and CVD investigations and administrative reviews, as well as scope rulings, circumvention proceedings, and court-ordered redeterminations.  Ms. Halle’s duties included:  analyzing AD and CVD questionnaire responses; drafting of Federal Register notices and decision memorandums; preparing briefing papers and briefing senior Commerce officials; performing AD and CVD calculations; and conducting on-site verifications with foreign companies and governments. As a Program Manager, Ms. Halle was responsible for leading a team of trade analysts on the administration of a portfolio of AD and CVD proceedings.

During her time at Commerce, Ms. Halle’s casework included a wide range of industries, including agricultural and food products, consumer goods, chemicals, steel and aluminum, renewable energy, and paper products.

Andre Gziryan

Bio

Andre Gziryan is a senior international trade analyst specializing in antidumping duty trade remedy cases.  Mr. Gziryan joined The Bristol Group in 2025, after ten years of working at the U.S. Department of Commerce’s International Trade Administration.

Mr. Gziryan spent eight years working as a senior international trade compliance analyst at Commerce where he conducted many antidumping duty investigations and administrative reviews.  Mr. Gziryan also worked on other proceedings including scope rulings, circumvention proceedings, and court remand redeterminations.  Mr. Gziryan then spent two years working in the Antidumping Unit of the Office of Policy where he assisted Commerce teams with their final work products to ensure adherence to policy guidance.

Mr. Gziryan worked on a variety of different products during his time at Commerce including steel, auto parts, chemicals, and other consumer goods.

Scarlet Jaldin is an experienced International Trade Analyst with a strong focus on countervailing duty trade remedy cases. 

Prior to joining the Bristol Group, Scarlet was an International Trade Compliance Analyst with the International Trade Administration at the U.S. Department of Commerce. In this role, Scarlet was responsible for conducting all aspects of each case (calculations, conducting on-site verifications, briefing senior officials, issuing instructions to U.S. Customs and Border Protection), and authored many official decision memoranda. 

The cases Scarlet worked on covered various industries, from steel and aluminum to pharmaceuticals and solar products.

Iryna Verity is The Bristol Group’s Director of Operations and Development, leading efforts to strengthen organizational processes, optimize operations, and drive strategic growth to advance the firm’s mission.

With over 25 years of extensive experience, Ms. Verity has worked with leading corporations, privately owned businesses, trade associations, diplomatic missions, and governmental and nonprofit organizations.

Her professional journey includes organizations such as the Institute for the Study of War (ISW), the US-Ukraine Foundation (USUF), the US-Ukraine Business Council (USUBC), and USAID-funded projects at the World Bank/International Finance Corporation (IFC). In these roles, she enhanced her expertise in business and program development, membership expansion, donor relations, fundraising, special event management, and public outreach—both in the United States and abroad. A multilingual communicator, she is fluent in several Eastern European languages.

An active member of the US-Ukraine community in Washington, DC, Ms. Verity has been recognized with numerous awards for her contributions to economic, charitable, and cultural relations.

Bio

Andrew Xiao analyzes import and trade data in antidumping and countervailing duty investigations and review segments. He also prepares filings and briefs for the U.S Department of Commerce, the International Trade Commission, and federal courts.

Previously, Mr. Xiao worked with the U.S. House of Representatives’ Office of Congressional Conduct, where he supported the Investigative Counsel in conducting ethics investigations involving Members of Congress and their staff. His work involved the application of open-source intelligence (OSINT) collection techniques, processing extensive raw data, and contributing to forensic accounting, data analysis, and campaign finance compliance.

An avid traveler, Mr. Xiao was raised in California and continues to explore destinations around the world, including a recent visit to Antarctica as part of his continued interest in global exploration and environmental awareness.

Bio

Jonah Presser analyzes import and trade data for antidumping and countervailing duty investigations and review segments. He also prepares filings and briefs for the Department of Commerce, International Trade Commission, and federal courts.

Before joining the firm, Mr. Presser worked in the Cultural Department of the Embassy of Perú in the United States, where he developed cultural preservation initiatives to support Amazonian, Andean, and Afro-Peruvian minorities. He also analyzed military conflicts and educational disparities across Colombia in Georgetown University’s collaboration with Universidad de la Sabana.

Mr. Presser enjoys swimming and regularly participates in local trivia competitions in his free time. He is also an avid hiker who has spent many weekends exploring new trails. For Mr. Presser, time spent outdoors offers a valuable mental reset and a chance to recharge.
